Blunts and joints are traditionally rolled with cannabis / weed, but a primary difference is that blunts are wrapping paper that has tobacco within it, adding a flavor and aspect of tobacco into the smoking equipment.  This equipment / rolling paper is dark, made from the leafs of tobacco plants; In comparison, joints are rolled with a white translucent paper and contain no tobacco.

Spliffs, on the other hand, are more similar in paper to joints: clear white paper, but their actual ingredients are much different.  Within a spliff, you put both tobacco and weed / cannabis / marijuana.
